VILLAGE OF ELLSWORTH COUNCIL MINUTES
REGULAR MEETING

OCTOBER 10, 2022
Present: Campbell, Boss, Sowers, Spearing, McCallum, Palajac, Potter and Drenth

Meeting called to order by Campbell at 7:10pm, immediately following the Public Hearing.
- Motion by McCallum, Sowers to accept the September 12, 2022, regular minutes as presented. CARRIED 6-0
PUBLIC INPUT:
Susanne Gardner: Gardner is requesting that the sidewalk in front of her house be replaced. The cost will be split 50/50 between the homeowner and the Village.
Linda VanAndel and Ross Maxwell: They expressed concern regarding the Chain of Lakes and water levels. There is concern about the culvert on Bridge Street in Ellsworth. Maxwell presented us with some literature provided by the Elk River Chain of Lakes Hydraulic Model Report. There are ongoing meetings with different agencies concerning the issue.
Steven Elkin: Elkin was interested in various operations of the Village and who to go to with questions about those operations. He also commented about Woodenshoe Campground and what an asset he felt the Campground was for the Village.
DEPARMENTAL REPORTS:
- Police: Chief Herrick was unable to attend the meeting, but his police report was distributed to the Village Council.
- Streets: Discussion regarding sidewalk replacement between the Front Porch and house owned by Taylor family.
- Parks/Recreation: Woodenshoe Campground met the revenue figure set for the 2022 season.
COMMITTEE REPORTS:
- DDA: They are planning a Trunk or Treat October 31, 2022, from 5:00pm to 7:00pm. It will be held at the Ellsworth Community Park. The churches in the area and several organizations are providing various fun activities, hayrides, a picture booth, etc. They have also received several grants and are working on new signage for the Village.
- Planning Commission: Did not meet
- Parks and Recreation: Woodenshoe Campground is closed for the 2022 season.
DISCUSSION:
- Paddle Antrim – Went very well
- Wastewater project – Our application has been accepted
- Web Site Data – A monthly usage report was distributed to the Council.
- Affordable Housing in the Community – It is a struggle to find investors at the present time.
- Fall Color Cruise along the Breezeway – The area currently has beautiful color
ACTION ITEMS:
- Motion by Spearing, McCallum to approve sidewalk replacement between the Front Porch and home owned by the Taylor Family. CARRIED 6-0
- Motion by Spearing, Boss to set Halloween Hours from 5:00pm to 8:00pm. CARRIED 6-0
- Motion by McCallum, Sowers to approve budget amendments. CARRIED 6-0
- Motion Campbell, Spearing to approve the bills. CARRIED 6-0
- Motion by Boss, Palajac to approve Ordinance 101022 to authorize the conveyance of Village Property Parcel 05-01-024-004-00 to Dillon Sommer for $20,000.00 and documents to be signed by Hugh Campbell and Marlene Drenth. CARRIED 6-0
- Motion by Campbell, Spearing to adjourn at 8:15pm. CARRIED 6-0
