REGULAR MEETING

BANKS TOWNSHIP HALL

SEPTEMBER 11, 2023

 

 

Present: Campbell, A. Drenth, Sowers, Spearing, McCallum, Potter and M. Drenth

 

Absent: Dhillon, Palajac

 

Others:  Police Chief Byrd, Yarrow Brown from Housing North and Sam Worgess

 

Meeting called to order by Campbell at 7:00pm

 

  1. Motion by Spearing, A. Drenth to accept the August 14, 2023 regular minutes as presented. CARRIED 5-0

 

PUBLIC INPUT

 

Brown gave a short presentation outlining the purpose of Housing North and the resources provided by Housing North.

 

  1. Worgess presented a complaint concerning issues he is having with his neighbors, Muma and Higbee.

 

 

DEPARMENTAL REPORTS: 

 

  1. Police: N/A
  2. DPW: A computer has been purchased for the DPW for use in completing reports to the State.
  3. Streets: Waiting on Reith Riley concerning quotes we requested.

 

COMMITTEE REPORTS:

 

  1. DDA: Discussed vacancy on the board.
  2. Planning Commission: Did not meet.
  3. Parks and Recreation: Revenue has surpassed the budget.  Spearing will apply for a grant through the Par Plan to purchase cameras for the Sports Park and the recycling area once a Resolution of Support has been approved by the Council.

 

DISCUSSION:

 

  1. Paddle Antrim – The kick-off event for Paddle Antrim will be September 14, 2023, at River Park. There will be music and a food truck available.
  2. Wastewater project – The grant that was applied for has been denied. The Village has a year to search for additional funding to replace that grant.
  3. New planning consultant – Kenneth Lane from Beckett and Raeder will be our new planning consultant.
  4. Redevelopment Ready Community (RRC) – Ongoing process.
  5. Community Square – Summer concerts were well received.
  6. Spearing has filed a letter of intent with MDARD for projects of mutual need for Village of Ellsworth and Banks Township.
  7. The Council accepted the resignation of Trustee Phil Palajac as he is moving from the area.

  1. Motion by McCallum, Sowers to approve budget amendments.  CARRIED 5-0

 

  1. Motion by Sowers, Campbell to pay the bills. CARRIED 5-0

 

  1. Motion by McCallum, Campbell to approve a Resolution of Support for a Michigan Township Participating Plan Grant Application. CARRIED 5-0

 

  1. Motion by Campbell, A. Drenth to adjourn at 8:05pm. CARRIED 5-0
